Neste has a refinery in Porvoo, Finland, comprising of four production lines.

Our refinery in Porvoo, Finland is among the most efficient and versatile refineries in Europe and processes both crude oil as well as renewable and recycled raw materials into more than 100 products to customers globally. Neste’s ambition is to make the Porvoo refinery the most sustainable refinery in Europe.

Today, the Porvoo refinery has a total production capacity of approximately 12 million tons annually. Besides processing some 10 million tons of crude oil annually for oil products, for example low-sulfur marine fuels, the refinery has been producing renewable products from 100% renewable raw materials in its NEXBTL™ units since 2007.

Porvoo refinery to be gradually transformed into a renewable and circular solutions refining hub

Neste made the decision to gradually transform its crude oil refinery in Porvoo, Finland into a leading renewable and circular solutions refining hub in December 2023. The planned transformation will proceed in phases, and requires multiple separate investment decisions during the next decade before the targeted completion in the mid-2030s. 

Neste expects the long-term capacity potential after the transformation to be about 3 million tons of renewable and circular products, such as renewable diesel, sustainable aviation fuel and both renewable and circular feedstock for the polymers and chemicals industry. The total investment estimate for the transformation roadmap is approximately 2.5 billion euros.

First changes initiated

Over the recent years, the Porvoo refinery has been scaling up liquefied waste plastic processing. Trial runs on processing liquefied waste plastic began in 2020 utilizing existing refinery equipment and have continued with increasing volumes of waste plastic. A facility to upgrade 150,000 tons of liquefied waste plastic per year will be finalized by the first half of 2025. The end product gained in the runs – Neste RE™, a drop-in feedstock for petrochemicals production – is turned into high-quality polymers and chemicals, such as new plastics, by Neste’s partners.

In addition, Neste has successfully co-processed renewable raw materials together with fossil raw materials in the conventional refining process to produce, for example, lower-emission marine fuels.

Almost 8 million cubic meters of storage capacity, active harbors and terminals

The Porvoo refinery is located in the Kilpilahti business area, which is the biggest chemical industry consortium in the Nordics. The Porvoo refinery employs some 1,000 persons. The overground and underground tanks at the Porvoo refinery provide almost 8 million cubic meters of storage capacity for raw materials and end products.

In Finland, Neste has two harbors and six terminals. The harbors are located in Porvoo and Naantali and discharge some 24 million tons of crude oil, renewable raw materials, renewable and circular products, as well as other end products a year. End products are delivered to Finnish coastal terminals, the Baltic Sea region, Central Europe, the Americas and Asia-Pacific. Neste’s Porvoo harbor is the biggest in Finland when measured in tons, with 1,200 ship calls every year.

Neste’s distribution terminals load some 350 trucks a day and are located in Porvoo, Naantali, Hamina, Kokkola, Kemi and Tornio.
